Question: check engine light is on

check engine light is on. changed oil in car and put gas treatment into gas tank,filled tank full of gas. when i tried to start car i got a real rough sound of car trying to star and gauge lights were on. i pushed car to parking lot and took off gas cap and put it back on loosely,car then started up? what kind of problem is this?
